Oulu actively participates in the national Centre of Expertise programme aimed at developing high-quality innovation environments and cutting-edge expertise in Finland as well as increasing the development of expertise into successful business.
 
The Centre of Expertise programme consists of clusters in different fields of industry. The objective of clusters is to create prerequisites for new kinds of innovation and growth. This requires both regional and national co-operation between enterprises and research institutes as well as international perspective.
 
Oulu participates in the operations of five clusters in the Centre of Expertise programme: ubiquitous ICT, wellness, environmental technology, HealthBio, and nanotechnology and future materials.
 
Oulu Innovation implements the Centre of Expertise programme in the Oulu region.
